California58 Local | October 23, 2026. This report is based on a dated primary government source and distinguishes proposals from adopted decisions.
What is proposed
McFarland is currently governed as a general law city. Its council initiated a charter review in December 2025, and city documents identify a proposal to submit a local charter to voters at the November 3, 2026 election. A charter can change how a municipality governs local affairs within constitutional and statutory limits.
What happened before the vote
The city describes an advisory committee process and two public hearings in March and April 2026. Its records include Resolution 2026-50 and a later correction under Resolution 2026-75 concerning the election date. Residents should consult the exact certified ballot text, not just an early explanatory web page.
What it would not do
A charter would not remove federal or state constitutional requirements or give city officials unlimited authority. Claims about new powers, public contracts and finances should be checked against the proposed charter’s actual language. The election result is not known before votes are counted.
