California58 Local | October 23, 2026. This report is based on a dated primary government source and distinguishes proposals from adopted decisions.
Where the proposal is located
California’s CEQA clearinghouse lists Annexation 21 for two adjacent parcels north of Elmo Highway, between Garzoli and Davis avenues, outside the current city limits but within McFarland’s sphere of influence. The combined land area is approximately 124.26 acres.
What zoning is being considered
The filing describes proposed C-2 commercial pre-zoning, a designation that can allow a range of uses subject to applicable standards. The project also involves a General Plan amendment and annexation. This does not establish that a particular shopping center or other building has been approved for construction.
Environmental review
The state clearinghouse identifies an Initial Study and Negative Declaration, with state review from June 25 to July 31, 2026. The lead agency’s finding is part of the environmental review process, not a substitute for subsequent land-use decisions, infrastructure agreements or permits.
